Position Summary

Supporting Rice University Police Department (RUPD), this position functions independently as the definitive technical expert to provide reliable, high-performance, secure and scalable infrastructure technology to agency systems, and assures their integration in the support of the goals and mission of the department. Position is responsible for the analysis, planning, design, implementation and integration of several systems supporting RUPD across campus and secure remote connections from vehicles and staff outside of police offices. In addition, this position also is responsible to ensure secure access to City, County and State Police, which introduces complexity by additional security controls.

Responsibilities of the position are to work with RUPD staff, Office of Information Technology leadership and law enforcement senior administrators to develop and support departmental systems, LAN/WAN infrastructure and consult on systems infrastructure services and tools.

The position works independently with the objectives and priorities established by the overall department’s directives. Typical duties include:
- Independently insuring the smooth operation and integration of Security and Police systems,
- Consulting with staff and/or outside IT administrators to determine options, evaluating and prioritizing requests for new services, prepare cost and time estimates on requests for services,
- Maintain existing departmental LAN/WAN systems,
- Developing new infrastructure services,
- Prepare status reports for management review,
- Meet with other campus and/or public safety IT leaders regarding system interfaces and integration issues,
- Completing R&D activities to bring new technologies to RUPD.

- Three years of experience in a Systems Administrator role.
- Experience in developing project plans

- Experience with current Windows Enterprise operating systems.
- Experience with remotely monitoring and troubleshooting issues.

License/Certification Required

MCSE, RHCE, ACTC or VMware Certification

- Frequent contact with faculty members, research staff, administrative staff, and students in all departments.

- Frequent contact by telephone and in person with vendors to facilitate installation of new products and maintenance of existing systems

Physical Demands

Must be able to move computer equipment.

Working Conditions

Will be required to carry a cell phone/pager and be reachable during off hours as determined by management.

May be called at night or on weekends to resolve system problems and/or major systems transitions.

This position is considered essential during a campus emergency. The incumbent in this position is expected to report to campus, provide the essential services designated and work under the overall direction of the Crisis Management Team for the duration of a campus emergency.

Description of Job Duty

- Monitor and evaluate performance issues and tune departmental systems to meet standards. Recommend to management the acquisition of appropriate hardware and software solutions to meet performance standards and /or reduce costs.
- Identify, diagnose, troubleshoot and resolve problems. Determine resources needed for problem resolution. Work with other RUPD personnel and vendors as needed to resolve issues.

Description of Job Duty

- Under the direction of the OIT Security Office, develop IT security and management policies, plans and standards to ensure the security of shared data and application software and hardware.
- Develop and implement business continuity plans for RUPD information technology resources.
- Ensure security by designing, maintaining and implementing complex and advanced levels of security to protect confidential access and authority in accordance with RUPD policies, client requests and federal regulations.

Description of Job Duty

- Coordinate the analysis and high-level functional design of departmental systems and tools to insure application integration and interoperability with core infrastructure services.
- Direct the development of technical designs to support RUPD, campus, state and federal public safety requirements and integration with infrastructure services and tools.
- Provide expertise on departmental systems and tools by answering questions, explaining technology and consulting on techniques. Resolve advanced and complex issues.
- Design, test, debug and document new complex solutions and operating environments. Revise existing configurations to meet the growing and expanding needs of the department.
- Lead the evaluation of new vendor software releases as to the applicability and impact on departmental systems. Prepare recommendation reports.
- Develop presentations, proposals and demonstrations on the capabilities of departmental systems and infrastructure tools. Train personnel in new technologies.
