Position Summary

The IT Project Manager (PM) is a member of the PMO of IT division. The IT PM manages the portfolio of IT infrastructure projects related to campus construction, renovation, and relocation projects. S/he serves as the primary liaison with the Facilities, Engineering & Planning department on new construction, renovation and relocation projects. The IT PM is the IT safety liaison to the Environmental Health & Safety (EH&S) department, and, is responsible for conducting IT related investigations and inspections to ensure the building meets health and safety requirements. In addition, s/he assists EH&S in the design and development of ergonomic work stations.

- Related experience with Audio Visual, low voltage cabling sytems, OSP, voice/data technologies and IT infrastructure.

- Experience managing IT, construction and/or renovation projects.

- Experience authoring RFI/RFPs for IT systems.

Experience Preferred

- Three to five years experience managing complex information technology projects (including coordination with construction aspects in areas such as mechanical, electrical, structural, and architectural), AV, voice/data, IT related.

- Experience drafting IT Systems specifications, Div 17 specs, cabling specs, etc.

- Experience in all aspects of information technology infrastructure installations, including: termination, fabrication, rigging, testing and troubleshooting.

License/Certification Required

- PMP (Project Management Professional)
- RCDD (Registered Communications Distribution Designer)

Skills Required

Technical:
- Ability to analyze and transform stakeholder needs and architectural constraints into requirements.
- Proven ability to manage projects, including project budgets.
Proficiency in Microsoft Project and/or other Project Manager related software.
- Proficiency in using drafting software such as AutoCAD.
- Proficiency in using diagramming software such as Microsoft Visio.
- User level experience with Macintosh, PC or Unix systems.
- Requires skill and good judgment in configuring complex hardware and software systems to provide a reliable production environment.

Communication:
- Ability to draft RFI/RFP documents for IT solutions.
- Ability to elicit stakeholder requirements.
- Requires ability to work as a team with other staff, faculty or students.
- Requires excellent customer service skills.
- Ability to communicate clearly with individual computing users on all levels -in small groups, one on one, and in writing.

- Proven experience with design, installation, and support of AV presentation and teleconferencing systems. Ability to research, diagnose and recommend solutions for sophisticated multimedia systems.
- Working knowledge of voice and data infrastructure.
- Proficiency in using drafting software such as AutoCAD.
- Proficiency in using diagramming software such as Microsoft Visio.
- Capable of training other staff and users in usage of information technology systems.
- Ability to create and explain technical plans and schematics.
- Knowledgeable of current and emerging information technology products and services.
- Ability to analyze projects & budgets.

Frequent contact with vendors to facilitate installation of new products and maintenance of existing systems.

Contact with persons not employed by Rice University on an ad hoc basis.

Physical Demands

Must be able to operate test equipment of varying types and sizes.
Must be able to work inside construction areas. Must be able to lift and carry items up to 50 lbs. in weight.

Working Conditions

Work occurs in construction zones and requires appropriate safety gear.

Will be required to carry a cell phone and be reachable during off hours as determined by management on an as needed basis.

May also be required to work weekends or evenings for major system upgrades, building renovation, etc.

Must be able to handle the stress of deadlines.

Description of Job Duty

- Works closely with the Environmental Health & Safety Department (EHS) as the IT safety liaison.
- Performs walk-thru inspections & tours for IT projects to evaluate safe working conditions.
- Conducts on-site accident investigations and facility inspections for IT related projects.
- Reports unsafe working conditions to the EHS office.
- Assists with the design and implementation of ergonomic working conditions.
- Continue to self-educate about new or emerging standards and new technologies.

Tester
- Test IT A/V components, such as projectors, intercoms, displays, screens, switchers, etc., prior to selection for projects.
- Provide feedback to manufacturers, including suggestions for improvement.
- Make recommendations to project clients based on testing results.

Description of Job Duty

- Plans, manages and implements the information technology aspects of campus facility construction, renovation and relocation projects.
- Manages a portfolio of projects and serves as main contact for FE&P.
- Creates project plans and timelines; collaborates with FE&P Project Managers to ensure project plans are aligned; provides project plan and specification assistance to University staff & technical personnel in order to comply with project requirements; monitors overall project progress and completion of deliverables; provides status updates and reports; forecasts project requirements, project budget and manages resources; recommends changes to project plans as needed; works to ensure projects are completed on time and within budget.
- Monitors project budgets, tracks expenditures, submits invoices for payment and assures cost recovery from non-IT expenditures.
- Reviews project related documents, including project drawings, submittals and comments for accuracy and project compliance.
- Uses CAD- based software to create, maintain and modify project documentation.
- Creates/maintains project cost models and reports in database.
- Makes recommendations based on analysis of data from monthly facilities activity reports.
- Conducts project investigations/inspection at project sites during construction and post-construction to identify problems and evaluate work progress.
- Prepares and present field investigation reports finding to IT Consultant and Project Manager and other associated team members.
- Give highly technical supervision and make technical presentations in oral and written English.
