Position Summary

The Houston Education Research Consortium (HERC) is a research-practice partnership between Rice University and several Houston-area school districts. HERC aims to improve the connection between education research and decision-making, with the ultimate goal of closing socioeconomic gaps in educational achievement and attainment in Houston.

The Business Systems Analyst, with guidance from the Associate Director of Research Operations, will conduct systems analysis, functional and technical design, programming, testing, and production systems support tasks. He/she will develop an in-depth functional and technical understanding of the systems and packaged software that are to be implemented and supported and will develops and coordinate systems development standards and documentation standards.

The Business Systems Analyst will work closely with the HERC research team, the Urban Data Platform team at the Kinder Institute for Urban Research, as well as the HERC Director and Associate Directors.

Skills Required

- Knowledge of computer system capabilities, business processes, and work-flow.
- Understanding of the software development life-cycle.
- Experience with enterprise applications and understanding of database driven applications.
- Excellent communication skills, both written and verbal, including the ability to bridge functional and technical resources by communicating effectively with individuals of varying systems expertise and business needs.
- Ability to work effectively with multiple internal and external customers.
- Experience in reviewing, researching, and evaluating software to determine its usefulness and appropriateness.

- Will work closely and report to the Associate Director of Research Operations. 
- Frequent contact with the HERC research team, HERC director, HERC Data Analyst, the Urban Data Platform Manager at the Kinder Institute for Urban Research, and other technical staff on campus.
- Will have regular contact with various school district personnel and local and state entities from which we acquire data.

Physical Demands

Must be able to work at a computer terminal for extended periods of time.

Working Conditions

Monday-Friday, standard 40 hour work week.

Description of Job Duty

- Analyze and document user needs, existing and new policies, processes, procedures and operational methods to consider possible improvements to new and existing systems.
- Utilize elicitation techniques to understand business processes and translate into system requirements and/or development of systems solutions.
- Define and document business requirements and test cases for system developments. May include the writing of all or a portion of functional specifications.
- Coordinate with business and technology teams, ascertaining system requirements, such as program functions, output requirements, input data acquisition, and system techniques and controls.
- Problem solve in areas such as system design, input/output requirements and procedural flow between departments and/or business systems.
- Perform testing of new systems, upgrades and patching of existing systems; may include developing test plans. Conduct and document results of testing.
- Liaise with external vendors or partners in support of business systems, which may include system development, implementation and/or operations.
