Position Summary

Research & Cost Accounting, within the Controller’s Office, is responsible for post-award administration of over 140 million dollars in externally funded grants, contracts, and cooperative agreements. The Cost Analyst plays an important role in providing cost accounting expertise and analyses to the management of Rice University’s research enterprise and to the fulfillment of Rice’s broader operational objectives. The area of analyses is typically focused on research and other sponsored program activity, but can extend into teaching, administration, public service, and other institutional activities.

This position serves as the institutional resource for cost accounting matters for the university. The major functions of the area include: monitoring cost sharing commitments to ensure that all commitments are accurately tracked and reported; the development and monitoring of the University’s service centers; monitoring transaction coding and reporting.

The Cost & Rate Analyst assists in the preparation of the F&A proposal and prepares the annual fringe benefit proposal.

Finally, this position is also responsible for monitoring overall institutional compliance with university policy, procedure, and practice in matters relating to cost accounting for sponsored programs and recommending corrective actions when necessary.

These monitoring activities will be performed periodically and at least annually at Fiscal Year Close.

- Working knowledge of federal regulations pertaining to the administration of federal contracts and grants.

Internal / External Contacts

There is constant contact with senior management, administrative personnel, faculty, principal investigators, research personnel, department administrators, Internal Audit and the Office of Sponsored Research. There is also external contact with consultants, governmental personnel, and external auditors.

In this capacity, the overall duties of this position include:
- Identifying potential control and compliance risks in the internal control environment, particularly as related to cost accounting and other research administration practices.
- Assisting in the preparation of responses to federal and non-federal audit inquiries which includes a heavy emphasis on providing audit schedules and support documentation for cost sharing and service centers as requested by external auditors.
- Identifying opportunities to streamline cost accounting processes and leverage the use of technology to improve cost accounting data analyses and output.
This position is heavily data driven and will be instrumental in reporting and data analyses. The successful candidate must be able to analyze, interpret, and share information to “tell the story” in a logical and clear fashion with others.

- Be the university expert on service centers. Assist in the development of university policies and procedures and work with and educate campus personnel as they consider whether or not a service center is appropriate for their intended application.
- Provide guidance to recharge / service center unit personnel in rate development, documentation and other operational matters.
- Monitor financial activity for potential new recharge / service center units and maintain an active list of units and their rate approval status.
- Develop a rotation plan so that major annual recharge / service center rate calculations are reviewed annually and minor centers are reviewed at least once every two years.
- Monitor recharge / service center expenditure and revenue activity during the year. Identify and pursue potential issues.
- Prepare and complete general ledger entries for service centers as needed.

- Monitor incoming awards and amendments for cost sharing commitments. Update and maintain the database for cost sharing commitments.
- Track and review cost sharing activity to ensure that the award meets its cost sharing commitment. Monitor ongoing effort and other types cost sharing expenditures.
- Prepare financial cost sharing reports for sponsors and for audits.

- Perform periodic ledger reviews of posted transactions to ensure correct coding of program codes, account codes, and organization codes. Search Banner for unallowable or questionable transactions. Contact department and re-code as needed.
- Develop analyses related to: Facilities & Administrative (F&A) cost allocation; direct costs; fringe benefit rate calculations; space usage / productivity; and the financial impacts related to cost sharing. Analyze other operational factors and metrics including benchmarks with other schools.
- Assist with data calculation and submission to federal government and/or other organizational expenditure / cost surveys.
- Assist with the F&A Cost Rate proposal preparation including the planning and execution of tasks related to the development of the functional space survey and review of research-related equipment inventory.
- Other duties as assigned.
