Position Summary

The Houston Education Research Consortium (HERC) is a research-practice partnership between Rice University and several Houston-area school districts. HERC aims to improve the connection between education research and decision-making, with the ultimate goal of closing socioeconomic gaps in educational achievement and attainment in Houston.

The Data Manager, with guidance from the Associate Director of Research Operations, will perform a variety of tasks related to the processing and maintenance of large restricted education datasets to facilitate research. Tasks include acquiring, cataloging, structuring, and cleaning data; creating analysis-ready datasets with documentation; publishing and maintaining versions of finalized datasets; responding to other programming requests

The Data Manager will work closely with the HERC research team, the Urban Data Platform team at the Kinder Institute for Urban Research, as well as the HERC Director and Associate Directors.

- Ability to accurately and efficiently assess technical problems and program solutions.
- Outstanding attention to detail, well organized.
- Ability to manage priorities and timelines across multiple projects and ability to work on projects involving iterative work processes.
- Proficient knowledge of data curation tools such as SAS and/or R.
- Ability to manage the work of others, set priorities, follow-through, ensure deadlines are met, and interact with team members and the research community they support, to anticipate needs, understand / interpret requests, and complete projects.
- Excellent communication skills, both oral and written are required.
- Good interpersonal skills.
- Demonstrated ability to work collaboratively with team members that have varied skills and expertise.

Skills Preferred

- Ability to use Stata.

Internal / External Contacts

- Will work closely and report to the Associate Director of Research Operations. 
- Frequent contact with the HERC research team, HERC director, HERC Business Systems Analyst, the Urban Data Platform Manager at the Kinder Institute for Urban Research, and other technical staff on campus.
- Will also have regular contact with various school district personnel and local and state entities from which we acquire data.

Physical Demands

- Must be able to work at a computer terminal for extended periods of time.

Working Conditions

Monday-Friday, standard 40 hour work week.

- SAS/R programming: Processing data based on analytical needs (read, verify, organize, and prepare datasets for research staff and statisticians).
- Documenting data history, processing decisions and methods; maintaining a list of analysis-ready datasets.
- Auditing code prepared by other SAS, and R programmers.
- Building relationships with data suppliers and acquiring datasets.
- Under general guidance, assess and produce relevant, standard, or custom reports.
- Develop and produce dashboards, key performance indicators, trends and other recognized metrics used to monitor and report performance.
- Assisting the BSA and IT staff with data security issues as needed.
